Defcon01 was deployed to the wrong location

Defcon01, a node that's a part of our new monitoring system, was deployed in the wrong location. It was intended to deploy in Vint Hill, VA. However, it deployed in the same location as Defcon02, Hillsboro, OR. This is why they have similar latency graphs.

Not a big deal, but will want to move it to Vint Hill, VA in the future so we have coverage on the East Coast.
